Claims cosmetici e buone pratiche delle prove a supporto: aspetti regolamentari

Claims are essential tools for informing consumers about characteristics and qualities of cosmetic products, and Regulation (EU) No 1223/2009 requires them not be used to imply that products have characteristics which they do not have – claims must be fair. To this end, 6 legally binding “common criteria” for cosmetic claims are identified by Regulation (EU) No 655/2013.

The presentation describes the Technical Document on Cosmetic Product Claims recently published by the EU Commission. The document is not legally binding, but aims to provide guidance  for the application of Regulation (EU) No 655/2013 with reference to the common criteria for justification of cosmetic claims and to special claims such as “free-from” and “hypoallergenic”. The Technical document also includes an Annex providing for best practices related to the evidential support used for the justification of claims, with the aim to establish a common approach at the European level and prevent distorsion of the internal market.
